Do impact windows or storm shutters give the bigger insurance discount?

Both count as opening protection and both are recorded on the same Florida wind mitigation form, so both can earn a credit. Impact glazing usually produces the stronger ongoing credit because the opening is protected permanently rather than only when panels are up. The actual figure is calculated by your carrier from the completed form, which is why no contractor can honestly quote you a percentage in advance.

Can I use impact windows on some openings and shutters on others?

You can, but be careful how you phase it. Florida's wind mitigation credit for opening protection is not averaged — it is set by your least protected glazed opening.
