The City of Tampa issues your permit — but check the address first
Tampa runs its own building department, and work inside the city limits is filed there. The catch is that a Tampa mailing address does not reliably mean a City of Tampa parcel: the city boundary is irregular, and large populated areas immediately around it — Brandon, Riverview, Town 'n' Country, Carrollwood — are unincorporated Hillsborough County and file with the county instead. We confirm which applies from the parcel before quoting, because filing at the wrong counter is a fortnight lost and it is discovered late rather than early.
Historic districts add a review the permit does not cover
Several of Tampa's older neighbourhoods sit inside locally designated historic districts, and in those the exterior appearance of your windows is reviewed separately from the building permit. That review looks at frame profile, colour, sightline and grid pattern — none of which is what makes a unit impact rated. It is almost always possible to satisfy both with one product, but only if the specification is settled before the order goes in. Starting the design review after the permit is already filed is how a project here loses a month.
Statewide approval, not the Miami-Dade route
Hillsborough County sits outside the High Velocity Hurricane Zone, which covers Miami-Dade and Broward only. Impact products here qualify under statewide Florida Product Approval rather than requiring a Miami-Dade Notice of Acceptance. The approved range is wider and the same protection generally costs less than it would in Miami. The standard is not looser: the design pressure is still calculated for your opening, on your elevation, at your address, and the approval documents still go in with the permit.
Bay frontage and inland streets are not the same specification
Tampa spans genuinely different exposures. A property with open frontage onto Hillsborough Bay has a long clear fetch across water and is calculated to a considerably higher design pressure than a house a few miles inland behind other buildings. Salt reaches hardware — hinges, rollers, tracks and fixings — long before it affects laminated glass, so marine-grade fittings near the water are the correct specification rather than an upsell. Pricing an inland street at waterfront pressures wastes your money; pricing waterfront at inland pressures fails inspection.
Doors in Tampa, and the opening that decides the envelope
The largest glazed opening on most Tampa houses is a slider onto a lanai or a patio, and it is the one that most often holds back the wind mitigation credit — because that credit is assessed across the whole envelope and set by the least protected opening, so a house of new impact windows with an original slider still rates by the slider. Wide openings need the header and the anchor pattern assessed before the panel configuration is settled. Near the bay, stainless tandem rollers and marine-grade locking hardware are correct specification rather than an upsell. In a historic district an entry door's appearance is reviewed alongside the windows, and a glazed entry door is a glazed opening for code purposes whether or not anyone thinks of it as a window.
